1) On-premise a

2) On-cloud

And the pricing varies as per the deployment you have selected. So I would say Dynamics Customer Engagement(CRM) ( presently known as Dynamics 365 Customer Engagement) is a subscription-based software when you are opting for the cloud version.

On-cloud version of dynamics 365 CE

If you are smaller to the medium organization and need to try out Dynamics 365 CE( CRM) then on-cloud version will be the best option. You can start with a trail for the first month and then you can subscribe on a pay-as-you-go model where you need to pay for each of the user/ months.

On-Premise version of Dynamics 364 CE

If you have the server infrastructure available to install and maintain Dynamics Customer Engagement(CRM) you can go for the on-premise version where you can download the software from Microsoft website and configure on your server(s) and configure. You have pay for the software single time and need to purchase CALs(Client Access Licences) for each of the users who use the application.
